Establishes the Michigan historical center within the Department of Natural Resources to oversee the Archives of Michigan and Michigan Historical Museum under unified control and professional stewardship.

Center responsibilities include collecting and preserving archival records, artifacts, and historical materials in all formats; providing public access through exhibits, research facilities, and online materials; creating educational programs aligned with state standards; and supporting heritage tourism.

Creates two dedicated funds: the Michigan Heritage Publications Fund (for publishing and distributing historical materials) and the Michigan Historical Center Operations Fund (for artifact acquisition, restoration, educational programs, and operational expenses), with revenues from admissions, fees, and retail sales deposited into these funds.

Archives of Michigan shall determine which state government records warrant permanent preservation, maintain confidentiality agreements for sensitive records (up to 20 years or donor's death), and make public records available 75-110 years after creation depending on record type.

Repeals 1913 PA 271 and takes effect 90 days after enactment, contingent upon enactment of Senate Bill No. 521.
