Establishes a statewide trail network including Pure Michigan Trails and Pure Michigan Water Trails designed to accommodate various public recreation uses with specified allowances for each segment.

Requires the department to hold a public meeting before establishing the trail network and allows for modifications based on recommendations from the equine trails subcommittee and other interested trail users.

Directs the department to create and maintain a database of trail maps on its website, designating Pure Michigan Trails and Water Trails, with downloadable maps and a mobile software application for smartphones and tablets.

Mandates the department to collaborate with tribal governments, educators, universities, and historical organizations to develop a master plan promoting and preserving Native American history in Michigan, including signage along trails and in the statewide trail network.

Requires the department to annually report to the governor and legislature on its Native American historical preservation activities.
