Adds public libraries (as defined in the State Aid to Public Libraries Act) to the list of premises where concealed pistol carry is prohibited under Michigan's concealed weapons law.

Maintains existing exemptions for retired police officers, law enforcement officers, security personnel employed by the premises, private investigators, corrections officers, court officers, and other specified officials.

Establishes penalties for violations: first violation is a civil infraction with up to $500 fine and 6-month license suspension; second violation is a misdemeanor with up to $1,000 fine and license revocation; third or subsequent violation is a felony with up to 4 years imprisonment or $5,000 fine with license revocation.

Clarifies that "premises" excludes parking areas of the restricted locations, allowing concealed carry in parking lots even where building entry is prohibited.

Adds a provision prohibiting intentional open or displayed carry of pistols on restricted premises unless the individual owns the property, is employed to provide security, or has express written consent from the property owner.
