Amends Michigan's probate code (1998 PA 386) to remove references to dower rights and update provisions related to surviving spouse elections in intestate and testate estates.

Clarifies that surviving spouses may only elect dower rights if the decedent died before the effective date of the amendatory act that abolished dower under 1846 RS 66.

Expands probate court jurisdiction to consolidate related actions and proceedings, including removal of concurrent cases from other courts to the probate court upon motion of a party.

Requires personal representatives to wait 4 months after creditor notice publication before distributing estate assets, with liability for improper early payment that harms other claimants.

Takes effect 90 days after enactment and is contingent on Senate Bill No. 558 of the 98th Legislature being enacted into law.
