Prohibits selling, possessing, or igniting sky lanterns, and prohibits releasing ignited sky lanterns.

Requires sellers of consumer fireworks to verify purchaser age using valid identification (driver's license, state ID, military ID, passport, or other photographic ID).

Increases penalties for selling consumer fireworks to minors to up to $500 for first violation and up to $1,000 for second or subsequent violations, with 90-day suspension of seller's consumer fireworks certificate for repeat violations.

Prohibits discharging, igniting, or using consumer or low-impact fireworks while under the influence of alcohol, controlled substances, or both.

Takes effect 90 days after enactment, contingent upon Senate Bill 562 also being enacted into law.
