Provides civil liability immunity for individuals who forcibly enter a motor vehicle to remove a minor or animal from danger.

Requires the vehicle to be locked with no reasonable method for the minor or animal to exit before forcible entry is permitted.

Mandates the individual contact local law enforcement, fire department, or 9-1-1 before or after entry and place a notice on the windshield with their contact information and reason for entry.

Requires the individual to remain with the rescued minor or animal in a safe location near the vehicle until emergency responders arrive and use only necessary force to effect the rescue.

Takes effect 90 days after enactment and does not protect individuals who attempt to render additional aid beyond the scope authorized by the law.
