Requires school district boards and public school academy boards of directors to ensure schools are not in session on the Friday before Labor Day.

Prohibits school districts, intermediate school districts, and public school academies from beginning the school year before Labor Day (first Monday in September), with limited exceptions.

Exempts schools operating year-round programs as of September 29, 2005, and International Baccalaureate academies providing 1,160 hours of instruction annually; allows schools starting year-round programs after that date to apply for waivers from the superintendent of public instruction.

Allows schools with existing collective bargaining agreements containing non-compliant calendars to remain exempt until the agreement expires.

Permits professional development and staff training to occur before Labor Day and allows intermediate school districts to follow constituent district calendars when providing programs within their buildings.
