Amends the Legislative Corrections Ombudsman Act to expand the ombudsman's authority to interview employees of the Department of Corrections and private contractors operating state facilities without restrictions.

Grants the ombudsman access to all prisoner records including medical, mental health, and mortality/morbidity records without requiring authorization or release forms.

Allows the ombudsman to conduct unannounced inspections of any Department of Corrections facility at any time.

Makes all ombudsman records and reports confidential, not subject to court subpoena or discovery in legal proceedings.

Exempts ombudsman records and reports submitted to the legislative council from disclosure under Michigan's Freedom of Information Act.
