Amends the Stille-DeRossett-Hale single state construction code act to clarify that shop drawings for fire alarm systems do not need to be prepared by a licensed individual under the occupational code.

Requires licensed residential builders, plumbers, electricians, and mechanical contractors applying for building permits on residential work to provide their occupational license number, expiration date, and worker's disability compensation insurance information or exemption reasons.

Requires applicants to provide employer identification number or exemption reasons and Michigan employment security commission employer number or exemption reasons on residential building permit applications.

Mandates building permit applications include an 8-point boldfaced warning statement about section 23a prohibiting conspiracy to circumvent licensing requirements for residential construction work, with violations subject to civil fines.

Takes effect 90 days after enactment into law.
