Creates a new "home for the aged" liquor license under Michigan's liquor control code with a maximum of 20 licenses that can be issued statewide.

Authorizes license holders to sell and serve beer, wine, mixed spirit drink, mixed wine drink, and spirits for on-premises consumption by residents or their bona fide guests only.

Requires the liquor commission to grant licenses to applicants who submit completed applications and comply with the section's requirements.

Allows license transfer to a new business owner if the current holder's ownership interest is transferred, but licenses must be surrendered if the business ceases operations.

Takes effect 90 days after enactment, contingent on passage of Senate Bills 585, 586, and 587 of the 98th Legislature.
