Adds "Home for the aged license" as a new Class S vendor type allowing beer, wine, mixed spirit drink, mixed wine drink, and spirits to be sold at retail and served on premises to residents and their bona fide guests for on-premises consumption only.

Authorizes wine makers to conduct wine tastings and sell wine at off-premises locations (other than manufacturing premises) upon payment of $100 per location fee and prior written commission approval, with tastings considered licensed premises.

Permits brandy manufacturers and small distillers to conduct tastings of brandy and spirits and sell them for off-premises consumption at alternate locations under similar conditions as wine makers, including $100 per location fee.

Allows "eligible merchants" (holders of both a specially designated merchant license and certain on-premises licenses) to fill and sell growlers (refillable containers up to 1 gallon capacity) with beer for off-premises consumption, subject to food service establishment requirements and commission regulations.

Bill takes effect 90 days after enactment but only if Senate Bills 584, 586, and 587 are also enacted into law.
