Amends Michigan vehicle code section 320a to modify driver's license point system for traffic violations and civil infractions recorded by the Secretary of State.

Adds new section 751 prohibiting law enforcement agencies from using unmanned traffic monitoring devices (photo-radar, photo-lidar, CCTV, or similar automated systems) to detect or enforce traffic violations, speed limits, or HOV lane violations.

Defines "unmanned traffic monitoring device" as any automated or remote enforcement system where a lawfully authorized human would not have firsthand visual sight of the vehicle at time of detection.

Establishes that violations detected by unmanned traffic monitoring devices in other states shall not be recorded or assessed points against Michigan license holders' records.

Takes effect 90 days after enactment.
