Sets recording fee for documents at $30.00 per document regardless of page count, with $5.00 of each fee deposited into the automation fund.

Charges additional $3.00 for each instrument beyond the first when a document assigns or discharges more than one instrument.

Allows charter counties to impose different fee schedules by ordinance or resolution, provided fees do not exceed the actual cost of services.

Requires registers of deeds to collect and transmit unemployment lien discharge fees to the unemployment agency on a quarterly basis for counties under 750,000 population and monthly for larger counties.

Becomes effective October 1, 2016, contingent upon enactment of related bills SB 600-604, SB 737, HB 5164, and HB 5165.
