Amends the Michigan aeronautics law (1945 PA 327) to clarify and update definitions in section 7, including terms for "person," "political subdivision," "private landing area," "public use facility," "qualified airport," and "rule."

Defines "private landing area" as any location on land or water used for aircraft takeoff or landing with use restricted to the owner or authorized persons, prohibiting commercial operations on such areas.

Defines "public use facility" as an airport, landing field, or aeronautical facility available to the general public without prior approval of the owner or operator.

Takes effect 90 days after enactment (March 22, 2016), contingent on the simultaneous enactment of Senate Bills 418, 425, 426, 613, and 614.
