Establishes the "Michigan Alternative Project Delivery Act" authorizing public authorities to develop transportation and facility projects through public-private agreements with private parties.

Allows public authorities to use alternative procurement methods including competitive proposals, unsolicited proposals, and direct negotiations to award public-private agreements.

Exempts property developed under public-private agreements from state and local ad valorem and other property taxes.

Permits public authorities to impose and collect user fees on eligible projects through various technological means and allows triple damages plus enforcement costs for unpaid fees on transportation projects.

Limits initial public-private agreements to 50 years from project completion and requires public authorities to conduct public hearings at least every 5 years to review eligible projects.
