Amends Michigan Vehicle Code to add new sections 751-753 establishing civil violation procedures for failure to pay user fees on toll facilities, including notice requirements and administrative hearings.

Failure to pay user fees becomes a civil violation punishable by a fine of 3 times the unpaid fee amount, plus the original unpaid fee and associated costs.

Establishes two-stage notice process: notice of payment due (14+ days to pay) followed by notice of nonpayment (14+ days to pay after first notice) before enforcement action.

Authorizes public authorities and private entities to request administrative hearings through the Secretary of State to collect unpaid fees, with prima facie evidence standards and owner right to contest within one year.

Grants enforcement powers including asset levy, property liens, wage garnishment, and motor vehicle impoundment once a final decision becomes enforceable; bill effective only if Senate Bill 627 is also enacted.
