Removes the requirement that persons circulating recall petitions must be qualified and registered electors in the electoral district of the official being recalled.

Requires circulators to state their residence address and certify they are at least 18 years of age and a United States citizen.

Requires the circulator's certificate to affirm that signatures were obtained without fraud or deceit, that no person signed more than once, and that all signatures were made in the circulator's presence.

Requires the circulator to certify that signers are qualified and registered electors and that signatures are genuine.

Establishes that knowingly making false statements in the circulator's certificate is a misdemeanor, effective 90 days after enactment.
