Establishes the "Human Right to Water Act" recognizing each individual's right to safe, clean, affordable, and accessible water for human consumption, cooking, and sanitary purposes.

Requires all state departments and agencies to employ reasonable means to implement this right by revising, adopting, or establishing policies, regulations, and grant criteria that establish water affordability criteria.

Limits implementation to water supplies for individuals and existing development, not new development in the state.

Clarifies the act does not expand state obligations to provide water or require additional expenditures for water infrastructure beyond existing obligations under the implementation requirements.

Specifies that implementation does not infringe on the rights or responsibilities of any public water system in the state, and actions must not affect eligibility for federal funds.
