Allows municipal health facilities corporations and subsidiary corporations located in counties with populations between 24,000 and 30,000 (2010 census) to restructure as nonprofit corporations under the Nonprofit Corporation Act of 1982.

Requires restructuring to be completed before June 30, 2017 and mandates adoption of a restructuring plan including proposed articles of incorporation and bylaws compliant with nonprofit law.

Restructured corporations automatically assume all liabilities and obligations of the original corporation; the restructuring does not affect existing debts, liabilities, or property rights.

Restructuring requires prior majority approval from the county board of commissioners, city council, or village council, and subsidiary corporations must obtain parent board approval.

Restructuring is prohibited if it impairs any outstanding obligations, bonds, notes, or contracts of the corporation.
