Creates the "Water Affordability Act" to establish a water affordability program within the Department of Health and Human Services to assist low-income residents with water service payments.

Defines eligible customers as those whose household income does not exceed 200% of the federal poverty guidelines as published by the U.S. Department of Health and Human Services.

Requires the department to review eligibility, determine household income, and disburse funds to eligible customers to help pay water service bills in amounts determined by the department.

Creates a water affordability fund within the state treasury that can receive money from any source, with interest and earnings credited to the fund and unused balances carried forward annually without lapsing to the general fund.

Fund expenditures require appropriation and may be used to administer the water affordability program or provide direct assistance to eligible customers for water services; takes effect 90 days after enactment.
