Amends Michigan's Aeronautics Code to add definitions including "balloon," "commercial activity or operations," "dealer," "decal plate," and "drone" (defined as an autonomous aircraft or flying device).

Establishes Chapter VA to regulate unmanned aerial vehicles (drones) operating above publicly owned land, requiring compliance with federal airspace classifications, air traffic control permissions when in Class B, C, D, or E airspace, and operation within 55-pound weight limit.

Imposes operational restrictions on drones including visual line of sight requirements, no-fly-over-people restrictions, daylight-only operation (sunrise to sunset), maximum 100 mph airspeed, 3-mile visibility requirement, and pre-flight inspections.

Prohibits local governments from adopting ordinances that ban drone operations above private land, but permits reasonable public safety restrictions with mandatory operator licensing if such restrictions are adopted.

Takes effect 90 days after enactment, contingent on Senate Bill 699 also being enacted into law.
