Allows wrecker operators towing a single disabled vehicle to operate without mileage limitations on their special permit, removing previous distance restrictions.

Permits wreckers towing a combination of disabled vehicles to operate across the entire towing distance with a single special permit, allowing operators to choose any lawful removal point within that distance.

Restricts wreckers from operating on highways, roads, streets, or structures listed by the state transportation department unless the disabled vehicle is located on one of those roads or structures.

Establishes a civil infraction with fines of $250 to $500 for wrecker owners or operators who violate the highway restriction requirements in subsection (d), in addition to any other applicable fines.

Takes effect 90 days after enactment into law.
