Removes the prohibition on public bodies using public resources to establish or administer payroll deduction plans for collecting or delivering campaign contributions to political committees.

Eliminates the 60-day blackout period before elections during which public bodies were restricted from using public funds for communications referencing local ballot questions on radio, television, mass mailings, or prerecorded phone calls.

Removes the language "subject to subsection (3)" from the exception allowing production and dissemination of factual information concerning issues relevant to public body functions.

Renumbers subsection (4) as subsection (3), which maintains criminal penalties for knowing violations: up to $1,000 fine or 1 year imprisonment for individuals, or fines up to $20,000 or equal to the improper contribution amount for non-individuals, whichever is greater.

Creates a private right of action allowing residents or business owners in affected jurisdictions to sue for declaratory, injunctive, mandamus, or equitable relief plus recovery of losses, with courts awarding costs and attorney fees to prevailing plaintiffs.
