Superintendent of public instruction must notify the commission of full or partial days public school employees engage in strikes in violation of state law.

Public school employers must notify the commission and superintendent within 2 days if conditions constituting a strike exist, and bargaining representatives must notify the commission of alleged lockouts.

Commission must conduct hearings within 2 days of receiving strike or lockout notices, allowing parties to present testimony and evidence, with findings enforceable separately from section 6 proceedings.

Fines imposed for strikes: $5,000 per day per bargaining representative and 1 day's pay per employee per day; for lockouts: $5,000 per day for employer and $250 per day per board member, with fines deposited into the state school aid fund.

Court injunctions against strikes or lockouts require the same penalties as commission fines plus attorney fees and costs; public school employers are prohibited from compensating employees or board members to reimburse them for imposed penalties.
