Removes the exemption that previously excluded the governor, lieutenant governor, and their executive offices from FOIA requirements, making them subject to public records disclosure.

Clarifies terminology by changing "data base" to "database" and replacing "which" with "that" throughout the statute.

Defines "field name" as labels or identifiers in computer databases (including column headers and data dictionaries) that contain specific information.

Takes effect 90 days after enactment into law.
