Requires school districts and public school academies operating elementary schools to provide at least 2 music instruction class periods per week to pupils in grades K-5, with each class period lasting at least 30 minutes, beginning in the 2016-2017 school year.

Mandates that all music instruction classes be taught by a certificated teacher with a JX or JQ endorsement issued by the Michigan Department of Education.

Requires schools to maintain at least 1 certificated music teacher with a JX or JQ endorsement for every 400 pupils enrolled in grades K-5.

Requires adoption and implementation of a music curriculum consistent with state and national standards and designation of at least 1 dedicated classroom or teaching space for music instruction in each elementary school building.

Requires schools to establish and maintain an appropriate budget for elementary music instruction.
