Amends the Natural Resources and Environmental Protection Act to modify the strategic water quality initiatives fund within the state treasury.

Adds sampling and analysis of water samples from public water supplies for contaminants listed in state drinking water standards under the Safe Drinking Water Act as an eligible use of fund money.

Allows fund money to be used for loans, grants, nonpoint source pollution response activities, brownfield site projects, wetland mitigation banks, and administrative costs of the authority and department.

Requires fund money at fiscal year close to remain in the fund and not lapse to the general fund.

Takes effect only if Senate Bills 724 and 726 from the 98th Legislature are also enacted into law.
