Amends the Safe Drinking Water Act to require water suppliers to analyze water samples prior to using a new water source in the public water supply.

Establishes administrative penalties for water suppliers serving 10,000 or fewer people who fail to collect and analyze required water samples: $200 for first failure, $400 for subsequent failures within 12 months.

Sets administrative penalties for suppliers serving 10,000 or fewer people who fail to meet drinking water standards: $400-$1,000 per day per violation, capped at $2,000 per violation.

Imposes higher penalties for suppliers serving more than 10,000 people: $1,000-$2,000 per day per violation for non-compliance with standards or monitoring requirements, capped at $10,000 per violation.

Directs the department to collect water samples at the supplier's expense if monitoring requirements are not met, and requires suppliers may appeal penalties through the administrative procedures act; collected fines deposited into the state drinking water revolving fund.
