Adds authority for county boards of commissioners to loan funds to townships for road construction projects or to provide matching funds for joint county-township projects, with loan terms not to exceed 10 years.

Allows county boards with appointed road commissioners to transfer road commission powers, duties, and functions to the county board by majority vote before January 1, 2020.

Permits county boards with elected road commissioners to submit a question to voters regarding transfer of road commission powers, duties, and functions to the county board.

Authorizes counties that previously dissolved their road commissioners board to reestablish it by majority vote or voter approval if determined to provide cost savings and better serve county residents.

Requires reestablishment of the county drain commissioner office as an elected position if road commission powers were previously transferred to a road commissioners board.
