Removes specific fee amounts for bar admission applications and allows the Supreme Court to establish reasonable fees by administrative order or rule, with the Board of Law Examiners depositing fees into a general fund for Supreme Court expenditures related to bar administration.

Adds Section 945 creating a new pathway for attorneys licensed in other states or territories to apply for examination in Michigan without meeting standard education requirements (Sections 937 and 940) if they meet specified criteria including good moral character, age 18+, and demonstrated legal knowledge.

Modifies Section 946 to allow attorneys licensed in other states to apply for admission without examination if they have been actively practicing law, teaching law full-time at a law school, or serving in the armed forces in a legal capacity for at least 36 months of the preceding 5 years.

Authorizes the Supreme Court to increase the 5-year practice requirement in Section 946 on special motion for good cause shown and allows exclusion of certain military service periods from the calculation.

Updates language throughout to use gender-neutral terminology and clarify that military legal service qualifies as law practice for admission purposes.
