Creates second-degree child abuse charge for intentional violations of family and group child care home licensing rules that result in a child's death, punishable under MCL 750.136b.

Imposes permanent license or certificate of registration revocation for convictions under the second-degree child abuse provision related to child care licensing violations.

Maintains existing misdemeanor penalties of $100-$1,000 fine and/or up to 90 days imprisonment for other violations of the child care licensing act.

Requires minimum 2-year prohibition from holding or being connected with a child care license or registration following conviction, license revocation, or application denial.

Takes effect 90 days after enactment, contingent on Senate Bill 747 of the 98th Legislature also being enacted.
