Amends the 1979 Public Act 94 education appropriations law to revise reporting requirements for districts and intermediate districts regarding pupil data, graduation rates, and personnel information.

Requires districts to report graduation and dropout rate information to the center within 5 weeks after the pupil membership count day and by June 30 each year, with the center calculating rates in compliance with nationally recognized standards.

Allows schools and districts to appeal graduation/dropout rate calculations and accountability designations before the department publishes them, with the department required to consider appeals within 30 days.

Restricts the superintendent, department, or center from requiring new reports or modifications to existing reports unless specifically authorized by state or federal law or unless the change reduces reporting requirements.

Takes effect 90 days after enactment, with statewide standard reporting requirements to be implemented by 2017-2018 or when districts update their data systems, whichever is later.
