Allocates $945.2 million for 2015-2016 and $973.0 million for 2016-2017 from state sources and federal Individuals with Disabilities Education Act funds for special education programs and services in districts and intermediate districts.

Reimburses districts and intermediate districts for 28.6138% of approved special education costs and 70.4165% of approved special education transportation costs through a calculated allocation based on pupil membership and foundation allowances.

Establishes penalties for public school academies and districts that fail to comply with special education requirements for out-of-district students, including forfeiture of 10% of total state aid beginning in 2016-2017.

Limits reporting requirements by allowing the department to only request information not already available in the financial information database maintained by the center.

Takes effect 90 days after enactment.
