Allows intermediate school boards to operate area career and technical education programs directly or contract with local school districts, community colleges, or private postsecondary institutions under specified conditions.

Permits intermediate school boards to expend career and technical education funds for staff salaries, equipment, facilities, and administrative costs related to career and technical education programs only, with state approval required when commingling state or federal funds.

Requires intermediate school districts to establish program advisory committees with at least a majority of members from business and industry, and to submit career and technical education plans to the department in prescribed form.

Mandates intermediate school districts to collaborate with community colleges to minimize duplication of career and technical preparation programs and allow participation by public school academy and nonpublic school students.

Repeals section 1172 of the 1976 school code and takes effect 90 days after enactment.
