Superintendent of public instruction may accept gifts, grants, devises, bequests, and other donations of property and money for the benefit of blind students.

State treasurer must transmit all such donations held in state treasury to the superintendent of public instruction.

Superintendent places donations in a special fund and may spend them for their intended purposes without legislative approval, unless additional state costs are involved.

Superintendent must submit annual reports to senate and house appropriations committees detailing all funds received and spent under this section.

Act takes effect 90 days after enactment.
