Expands food safety regulations by classifying vending machine locations as food establishments requiring separate licensing and state inspections when operating multiple machines across the state.

Requires vending company base locations to pay additional annual fees based on the number of vending machines operated in Michigan, ranging from $500 for 1-20 locations to $3,000 for more than 75 locations.

Establishes that prepackaged food transported from an out-of-state food establishment to vending machines in Michigan must have at least one Michigan vending location separately licensed, with other locations considered extensions of that licensed location.

Mandates food service establishments employ at least one certified food safety manager and, beginning January 14, 2017, requires managers to complete food safety training with allergen awareness component every 5 years (requirement expires December 31, 2020).

Implements updated license fee schedules for various food establishments effective 2016-2017 with annual adjustments thereafter based on Detroit consumer price index, not to exceed 5 percent annually.
