Removes appropriations for fiscal year ending September 30, 2015 and replaces references to fiscal year 2016 with fiscal year 2017 in the State School Aid Act of 1979.

Sets appropriations for fiscal year ending September 30, 2017 at $0.00 from both the state school aid fund and general fund, with all available federal funds appropriated for that fiscal year.

Maintains the requirement that general fund allocations be expended before state school aid fund money, with unexpended general fund allocations transferred to the school aid stabilization fund.

Preserves the payment schedule for districts and intermediate districts with installment payments on the 20th of each month from October through August, with each installment representing 1/11 of annual entitlement.

Allows the superintendent with state treasurer and budget director concurrence to authorize advance release of funds up to 30 days early for districts or intermediate districts with temporary, nonrecurring needs.
