Appropriates $1,000,000 from the state general fund to the Department of Licensing and Regulatory Affairs for the fiscal year ending September 30, 2016.

Allocates the $1,000,000 to the first responder presumed coverage fund within the Employment Services division.

Restricts expenditure of the first responder presumed coverage fund to authorized claims and administrative costs under section 405 of the worker's disability compensation act of 1969.

Total state spending from state resources under the bill is $1,000,000 with no appropriations paid to local units of government.
