Mandates school boards develop and implement policies for opioid antagonist possession and administration, including maintaining at least one package per school for use by trained employees or licensed nurses.

Authorizes trained school employees and licensed nurses to administer opioid antagonists to pupils or individuals on school grounds believed to be experiencing an opioid-related overdose.

Requires schools to notify parents or guardians when an opioid antagonist is administered and encourage substance use disorder treatment referrals, and mandates calling 911 if overdose is suspected.

Directs the Department of Education to develop medication administration guidelines for opioid antagonists in conjunction with health agencies and school organizations, and requires schools to report annually on all opioid antagonist administrations to pupils.
