Creates the office of the Michigan veterans' facility ombudsman within the legislative council, appointed by and serving at the pleasure of the council.

Grants the ombudsman authority to investigate complaints from resident veterans, family members, legal guardians, or legislators regarding administrative acts, medical treatment, or health and safety conditions at Michigan veterans' facilities.

Provides the ombudsman with unrestricted access to facility records, documents, and medical health records without requiring releases, and the right to inspect facilities without notice.

Requires the ombudsman to submit semiannual reports to the council, board of managers, and legislature detailing complaint categories, investigations initiated, hearings held, and findings issued for each facility.

Prohibits retaliation against resident veterans for filing complaints or cooperating with the ombudsman and prohibits facilities from hindering the ombudsman's lawful actions; effective September 20, 2016.
