Allows veterans and active members of the military to obtain an all-species fishing license free of charge.

Defines "active member of the military" as an individual regularly enlisted or commissioned as an officer in the armed forces of the United States.

Defines "veteran" as an honorably discharged member of the armed forces of the United States.

Maintains existing provisions allowing legally blind residents to purchase senior all-species fishing licenses and disabled veterans to obtain resident licenses without lottery requirements at no charge.

Requires the department to process these licenses in the same manner as senior citizen licenses for appropriations purposes and allows licensees to possess proof of eligibility when taking aquatic species.
