Amends the electronic monitoring system (MAPS) for Schedule 2-5 controlled substances by removing exemptions for buprenorphine/buprenorphine-naloxone dispensing, requiring all such dispensing to be reported to the system.

Prohibits the department from charging veterinarians, pharmacists, and dispensing prescribers new fees or requiring them to incur additional costs solely related to electronic data transmission to the system.

Authorizes data sharing with specific entities including licensing boards, law enforcement, state-operated Medicaid programs, practitioners for patient treatment purposes, and health care payment/benefit providers until December 31, 2016.

Restricts data use to bona fide drug-related criminal investigations, disciplinary proceedings, and licensing board functions; prohibits disclosure under the Freedom of Information Act.

Requires the department to examine the need for and may promulgate rules for fraud-resistant paper prescription forms, but prohibits requirements for sequential numbers, bar codes, or state-produced forms.
