Establishes that the Water Resources Commission, created under the Natural Resources and Environmental Protection Act, shall provide oversight over all responsibilities of the Department of Environmental Quality under the Safe Drinking Water Act.

Requires the Water Resources Commission to hold public hearings and receive public comment on all policies of the department regarding the provision of drinking water under the Safe Drinking Water Act.

Authorizes the Water Resources Commission to receive complaints related to drinking water alleged to not meet state drinking water standards or violate the Safe Drinking Water Act, its rules, or any determinations, permits, or orders issued under it.

Empowers the Water Resources Commission to respond to drinking water complaints by requiring the director or department to take investigatory or enforcement action, or by requesting the Attorney General to commence a court action to enforce the Safe Drinking Water Act.

Takes effect 90 days after enactment, but only if Senate Bill No. 829 of the 98th Legislature is also enacted into law.
