Prohibits non-authorized persons from both distributing absent voter ballot applications and receiving signed applications from voters, with exceptions for authorized election officials.

Requires persons making false or malicious statements about candidates to identify themselves by name in writing or announcement, with violations constituting misdemeanor offenses.

Defines "valuable consideration" to include money, property, gifts, prizes, loans, offices, positions, and employment for purposes of election law violations.
