Establishes legislative findings that parents and teachers across Michigan are concerned about the use of seclusion and restraint in public schools and that uniform prohibitions must be established statewide.

Declares intent to create uniform policy on seclusion and restraint use that promotes school safety, encourages evidence-based behavioral support strategies, and clearly defines emergency seclusion and emergency physical restraint procedures.

Affirms that effective behavior support strategies should prioritize meaningful instruction by trained professionals in safe environments that maintain student dignity and increase instructional time for all students.

Specifies that seclusion and physical restraint should only be used in emergencies and requires diligent assessment, monitoring, documentation, and reporting by trained personnel.

Takes effect 90 days after enactment and is contingent on concurrent passage of House Bill 5410 and Senate Bill 837 of the 98th Legislature.
