Adds section 1307c to Michigan's Revised School Code to establish mandatory provisions for emergency seclusion and physical restraint policies in schools.

Restricts emergency seclusion to 15 minutes for elementary pupils and 20 minutes for middle and high school pupils, with requirements for additional support and documentation if exceeded.

Restricts emergency physical restraint to 10 minutes maximum, with additional support and documentation required if that limit is exceeded.

Requires school personnel to immediately call identified personnel for help during emergencies, continually observe students for physical distress, and document all observations during seclusion or restraint.

Makes the act conditional on enactment of House Bill 5410 and Senate Bill 837, taking effect 90 days after enactment.
