Adds section 1307h to the Revised School Code to establish definitions for school discipline and behavioral intervention practices.

Defines key terms including chemical restraint, mechanical restraint, physical restraint, seclusion, and emergency physical restraint, with specific exclusions for medical prescriptions and adaptive devices.

Establishes definitions for evidence- and research-based behavioral interventions including de-escalation techniques, functional behavioral assessments, positive behavioral intervention and support plans, and time-out procedures.

Clarifies that "emergency seclusion" requires continuous adult observation, unlocked rooms, and adequate space and safety conditions, explicitly prohibiting use of sensory deprivation rooms and confinement of preschool children.

Takes effect 90 days after enactment only if House Bill 5410 of the 98th Legislature is enacted into law.
