Appropriates $3,000,000 from the state general fund for the fiscal year ending September 30, 2016 to supplement various state departments and agencies.

Allocates the entire $3,000,000 to the Department of Licensing and Regulatory Affairs for the first responder presumed coverage fund.

Restricts expenditure of funds to authorized claims and administration costs under section 405 of the worker's disability compensation act of 1969 (MCL 418.405).

Establishes total state spending from state resources at $3,000,000 with $0 in appropriations paid to local units of government, in accordance with the state constitution article IX, section 30.

Makes appropriations subject to the management and budget act, 1984 PA 431 (MCL 18.1101 to 18.1594).
