Authorizes the state administrative board to convey approximately 0.16 acres of state-owned property in Lansing, Ingham County to Emergent BioDefense Operations Lansing, LLC for fair market value as determined by independent appraisal

Requires conveyance to be completed within 180 days of the effective date (June 14, 2016) and includes all surplus, salvage, and scrap property or equipment on the parcel

Reserves state rights to aboriginal antiquities on the property and requires the purchaser to pay the state one-half of gross revenue if oil, gas, or minerals are developed on the property

Net revenue from the sale, after deducting costs such as administrative expenses, environmental remediation, legal fees, and litigation costs, must be deposited in the general fund

Conveyance to be made by quitclaim deed approved by the attorney general with no reservation of oil, gas, or mineral rights by the state
