Establishes the "student free press and civics readiness act" to protect freedom of speech and press rights for student journalists in public schools and institutions of higher education.

Grants student journalists the right to determine news, opinion, feature, and advertising content in school-sponsored media, subject to limitations on libelous, slanderous, privacy-invading, illegal, or inciting expression.

Prohibits school districts from using prior restraint on school-sponsored media except when expression is libelous, slanderous, invades privacy, violates law, or creates clear and present danger of unlawful acts or substantial disruption.

Requires each school district to adopt a written student freedom of expression policy that includes reasonable provisions for time, place, and manner of expression, and may limit profane, harassing, threatening, or intimidating language.

Protects student media advisers from dismissal, discipline, or retaliation for protecting student journalist rights or refusing to infringe on those rights, and shields schools from liability for student publications exercising protected rights.
